The Federal Government has launched the Presidential Delivery Tracker (PDT) and the Central Delivery Coordination Unit (CDCU) website with the aim of tracking, reviewing, and periodically reporting to the President on the performance of Ministries in the delivery of their Ministerial Mandates towards the achievement of the Nine Priority Areas of President Muhammadu Buhari.
While launching the PDT and CDCU website in Abuja, the Secretary to the Government of the Federation (SGF), Boss Mustapha, said that the Presidential Delivery Tracker and CDCU website would serve as means of disseminating information on public service delivery to the citizens, receiving feedbacks from the populace, and identifying/suggesting ways of improvement for effective service delivery.
SGF outlined some of the key objectives of developing the Citizens App and the website to include making it possible for citizens to report accurately and provide feedback on the implementation of Government Programmes & Projects; participate in the coordination of Federal Government interventions in their localities and in the implementation of Government projects; create advocacy and sensitization among other citizens and stakeholders on their civic responsibilities by encouraging the use of the citizens feedback platform to hold Government accountable.
He appealed to Civil Society Organisations (CSOs), the media and other stakeholders to further this engagement by promoting and creating awareness about the platforms so as to have wider reach across the Country.
He added that the platform would also serve its intended purpose when citizens effectively utilize them as expected.
In her goodwill message, the Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, expressed confidence that the launch of the Citizen-Centered App and the CDCU website would mark the beginning of a new era of collaboration, exchange of knowledge and good practices around common development challenges amongst all MDAs.
She added that the exchanges would help to address common pressing development challenges in Nigeria and advance the process of embedding performance management processes.
She therefore tasked the Central Delivery and Coordination Unit (CDCU) members to be able to listen well and ask thoughtful questions that would inspire the implementing officials to develop solutions to their problems; and to also summarize their analysis and observations succinctly for the most senior government leaders.
In his goodwill message, the Director, Foreign Commonwealth and Development Office (FCDO), Dr. Chris Pycroft, said that the CDCU Tracker mobile App represented an important step in the transparency and accountability in government business and should be replicated in all the three tiers of Government.
He added that if well-utilized, the mobile app would build mutual trust between citizens and the government, and improve service delivery.
In his welcome remarks, the Permanent Secretary, Cabinet Affairs Office, Mr. James Sule, said that the CDCU Tracker mobile App and website would accord the citizens the needed platform to send direct feedback on the quality of public services from the comfort of their homes, communities and work places, through electronic devices.
He added that it also incorporated a Performance Management System (PMS) with Dashboards set up in key Offices which serve as tools for measuring MDAs performance in real-time in the implementation of Ministerial deliverables against negotiated targets.
According to him, the mobile App also has a Unified Collaborative Results Framework dedicated for the Nine Priority Areas which incorporate all the 302 Ministerial Deliverables that have direct impact on each Priority Areas, while a total of 455 Output indicators are being tracked across the 29 Ministries, including the OHCSF.
The Presidential Delivery Tracker and Central Development Coordination Unit (CDCU) Website, which was developed in partnership with the Foreign and Commonwealth Development Office – Partnership to Engage Reform and Learn (FCDO-PERL), NATVIEW Technologies, among others, is a citizen-based mobile tracking app which allows citizens to send on-the-spot feedback on project implementation for promoting public accountability and improving service delivery by government institutions.
